Top paying site Bux3 is easily one of the most debated "high earners", maybe only 2nd to Buxto for discussion. Both pay, just a little late. I have long been a member of the "Extreme" network, and have seen some of their other sites struggle through some big problems. However, I couldn't be happier with my earnings (and payouts) from Bux3 so far. I look forward to the next round, expected in the next 10 to 12 days.

If you don't have patience (and that's ok lol) you may wish to join a different program. If you have a toplist, and can wait a month or more to get paid - you can earn a lot of money from Bux3. Payouts here are often in the hundreds of bucks - very nice. For those that have issues with Bux3, always submit a ticket - and be respectful of your fellow humans! Support usually comes fastest to those who ask nicely :)
